VATICAN CITY (CNS) -- In his last week as pontiff, Pope Benedict XVI issued new rules for conclaves, including a clause that allows the College of Cardinals to move up the date for the beginning of the conclave to elect his successor.
However, the cardinals cannot set the date until after the pope leaves office Feb. 28.
Pope Benedict also defined the exact penalty -- automatic excommunication -- that would be incurred by any noncardinal assisting the College of Cardinals who failed to maintain absolute secrecy about the conclave proceedings.
The pope laid out the new rules in an apostolic letter issued "motu proprio" (on his own initiative) Feb. 22, the feast of the Chair of St. Peter. The Vatican released the document Feb. 25.
The changes affect the rules established in Blessed John Paul II's apostolic constitution governing the election of popes, "Universi Dominici Gregis."
Under the current rules, which remain in effect, upon the vacancy of the papacy, cardinals in Rome "must wait 15 full days for those who are absent" before they can enter into a conclave and begin the process of electing a new pope.
However, Pope Benedict inserted an additional provision that grants the College of Cardinals "the faculty to move up the start of the conclave if all the cardinal-electors are present," as well as giving them the ability "to delay, if there are serious reasons, the beginning of the election for a few more days."
However, the conclave still must begin no more than 20 days after the start of the "sede vacante."
The date of the start of the conclave is to be decided by all the cardinals, including those over the age of 80, who participate in the daily general congregations or discussions that precede a conclave, said Archbishop Pier Luigi Celata, the vice chamberlain. He will assist Cardinal Tarcisio Bertone in the administration of the church during the "sede vacante."
The cardinals must wait for every cardinal-elector to arrive or to have sent a legitimate excuse for their absence, such as for reasons of infirmity or serious illness, he told journalists.
The date of the start of the conclave will then be determined by a majority vote, that is 50 percent plus one of the cardinals present, Archbishop Celata said.
The other major change to the rules is that the pope defined the exact penalty incurred by support staff assisting the cardinal-electors during a conclave if they break the oath of secrecy about the proceedings.
The aides must swear to never lend support to or favor any outside interference in the election process. Under the old rules, the penalty for breaking the vow was to be determined by the future pope.
Instead, Pope Benedict has rewritten the oath that staff will take, stating that they are "aware that an infraction will incur the penalty of automatic excommunication."
"The Holy Father wanted to make things immediately clear and not pass the burden of deciding the penalty on to his successor," said Archbishop Celata.
The penalty for cardinals who break the oath of secrecy, however, remains unspecified.
The apostolic letter included several other minor changes and clarifications, including the addition of the phrase "at least" to a two-thirds majority when defining a valid election of a pope.
"For the valid election of the Roman pontiff at least two thirds of the votes are required, calculated on the basis of the total number of electors present," says the revised rule.
Also added were details about who and how many people outside the College of Cardinals can assist during the conclave.
The last-minute changes marked the second time Pope Benedict amended the rules established by Blessed John Paul in 1996.
In 2007, Pope Benedict decreed that a pope is elected when he obtains a two-thirds majority, even when cardinal-electors are at an impasse, which effectively undid a more flexible procedure of moving to a simple majority.

The Holy See withheld the Third Secret until 26 June 2000, despite Lúcia's declaration that it should be released to the public after 1960. Some sources, including Canon Barthas and Cardinal Ottaviani, said that Lúcia insisted to them it must be released by 1960, saying that, "by that time, it will be more clearly understood", and, "because the Blessed Virgin wishes it so."[13][14] When 1960 arrived, rather than releasing the Third Secret, the Vatican published an official press release stating that it was "most probable the Secret would remain, forever, under absolute seal."[15] After this announcement, immense speculation over the content of the secret materialized. According to the New York Times, speculation over the content of the secret ranged from "worldwide nuclear annihilation to deep rifts in the Roman Catholic Church that lead to rival papacies."[16] In 1981, Laurence James Downey hijacked an airplane and demanded that Pope John Paul II make public the Third Secret of Fatima.[17]
The release of the text sparked immediate criticism, even outrage, from the Catholic Church in Portugal. Clergy as well as laypeople had been outraged that the text had been read in Rome and not at the Fatima shrine in Portugal where the reported events took place. Portuguese Catholics responded to the release of the text with disbelief, saying that if the words did not concern some kind of terrible catastrophe such as war, holocaust or apocalypse, there had been no reason for the Vatican to keep them secret. The Times for June 29, 2000, reported that "The revelation on Monday that there were no doomsday predictions has provoked angry reactions from the Portuguese church over the decision to keep the prophecy secret for half a century." Portuguese newspapers reported that many people felt "dismayed, cheated, and betrayed" by the news.
Some sources claim that the four-page, handwritten text[8] of the Third Secret released by the Vatican in the year 2000 is not the real secret, or at least not the full secret.[18][19][20][21] These sources contend that the Third Secret is actually composed of two texts, where one of these texts is the published four-page vision, and the other is a single-page letter containing the words of the Virgin Mary that has been concealed.[18][19][20]
Critics such as Italian journalist Antonio Socci and American attorney Christopher Ferrara have written many articles disputing that the full Third Secret has been released. Their argument that there's proof of a second part to the secret include the following:
- Bishops working with Pope Pius XII, Pope John XXIII and Pope Paul VI have commented that the text was written on one sheet of paper rather than four sheets;
- Lúcia stated that she wrote the message in the form of a signed letter to the Bishop of Leiria;
- Lúcia's text contains words attributed to the Blessed Virgin Mary;
- The full secret contains information about the Apocalypse, a great apostasy, and Satanic/Freemasonic/illuminatus infiltration of the Catholic Church.
Father Charles Fiore, in a taped interview, made the following remarks with regard to Cardinal Ratzinger's various statements about the Third Secret: "We have two different Cardinal Ratzingers; we have two different messages. But Malachi Martin was consistent all the way through; he believed that the Third Secret of Fatima had to do [...] with the internal problems of the Catholic Church."[28] On a syndicated radio broadcast, Father Malachi Martin was asked the following question by a caller: "I had a Jesuit priest tell me more of the Third Secret of Fatima years ago, in Perth. He said, among other things, the last pope would be under control of Satan... Any comment on that?" Fr. Martin responded, "Yes, it sounds as if they were reading, or being told, the text of the Third Secret. But it's sufficiently vague to make one hesitate— it sounds like it."[27] In a taped interview with Bernard Janzen, Fr. Martin was asked the following question: "Who are the people who are working so hard to suppress Fatima?" Fr. Martin responded, "A bunch, a whole bunch, of Catholic prelates in Rome, who belong to Satan. They're servants of Satan. And the servants of Satan outside the Church, in various organizations; they want to destroy the Catholicism of the Church, and keep it as a stabilizing factor in human affairs. It's an alliance. A dirty alliance, a filthy alliance, but a very good alliance."[43] In the same interview, Fr. Martin also said with respect to Lúcia that, "They've (The Vatican) published forged letters in her name; they've made her say things she didn't want to say. They put statements on her lips she never made."However, other theologians believe that the secret concerns an apostasy of cardinals, bishops and priests. For instance, Cardinal Ciappi, personal theologian to Pope John Paul II, is quoted by sources as saying, "In the Third Secret it is foretold, among other things, that the great apostasy in the Church will begin at the top."[44] In addition, on a syndicated radio broadcast, Fr. Malachi Martin stated that the Third Secret "doesn't make any sense unless we accept that there will be, or that there is in progress, a wholesale apostasy amongst clerics, and laity in the Catholic Church ...".[45]
In a 1980 interview for the German magazine Stimme des Glaubens published in October 1981, John Paul II was asked explicitly to speak about the third secret. He said: "Because of the seriousness of its contents, in order not to encourage the world wide power of Communism to carry out certain coups, my predecessors in the chair of Peter have diplomatically preferred to withhold its publication. On the other hand, it should be sufficient for all Christians to know this much: if there is a message in which it is said that the oceans will flood entire sections of the earth; that, from one moment to the other, millions of people will perish... there is no longer any point in really wanting to publish this secret message. Many want to know merely out of curiosity, or because of their taste for sensationalism, but they forget that 'to know' implies for them a responsibility. It is dangerous to want to satisfy one's curiosity only, if one is convinced that we can do nothing against a catastrophe that has been predicted." He held up his rosary and stated "Here is the remedy against this evil. Pray, pray and ask for nothing else. Put everything in the hands of the Mother of God." Asked what would happen in the Church, he said: "We must be prepared to undergo great trials in the not-too-distant future; trials that will require us to be ready to give up even our lives, and a total gift of self to Christ and for Christ. Through your prayers and mine, it is possible to alleviate this tribulation, but it is no longer possible to avert it, because it is only in this way that the Church can be effectively renewed. How many times, indeed, has the renewal of the Church been effected in blood? This time, again, it will not be otherwise. We must be strong, we must prepare ourselves, we must entrust ourselves to Christ and to His holy Mother, and we must be attentive, very attentive, to the prayer of the Rosary."[46]
Lúcia herself is reported to have explicitly stated that the Third Secret contains Apocalyptic content. According to one source, when Lúcia was asked about the Third Secret, she said it was "in the Gospels and in the Apocalypse", and at one point she had even specified the Book of Revelation, chapters 8 to 13, a range that includes Apocalypse 12:4, the chapter and verse cited by Pope John Paul II in his homily in Fatima on MAY 13 2000.
What you need to do is to distinguish between good Catholic clergy and bad Catholic clergy. We need to pray for the priests, bishops, Cardinals and the Pope because, obviously, the devil is attacking them more. John Paul II, when he went to Fatima, in the year 2000, beatified Jacinta and Francisco. In his homily, he preached on Chapter 12, verses 1 to 4, of the Apocalypse. The first verse starts with the words, “A great sign appeared in Heaven, a Woman clothed with the sun, and the moon under Her feet, and on Her head a crown of twelve stars.” This is the Blessed Virgin. Verses 3 and 4 talk about the dragon. The dragon faced the Woman clothed with the sun, and the dragon was angry with Her and he used his tail to drag down one-third of the stars of Heaven, that is, Catholic priests, bishops and Cardinals. How do we know these stars represent the Catholic clergy? Why does Saint John call them the stars of Heaven? Its very simple. A star was used to navigate, in the old days, for finding a way to port. The “port” that we are destined to go to is Heaven. So the stars of Heaven are the Catholic clergy. They are the stars that show the way to your Heavenly port. It says in the Old Testament that the lips of the priest are to guard wisdom. And so, if the priest is doing his job, he will guard wisdom, he will teach wisdom, and people will find their way to the Heavenly port by listening to him. Some clergy (Cardinals, Bishops and Priests) are confused or mistaken and are not necessarily working for the devil, but one-third of them are [Just as the Book of Revelation describes] And so we have to distinguish between them. We cannot follow anyone who teaches false doctrine, even if they are of good intent, even if they are ignorant.

Pray the Rosary, especially in this time of Apostasy. That is our first line of defense. We don't need a Pope, Cardinal, bishop, or priest to tell us to do that. No one can forbid us from doing that. We must pray the Rosary. That is central to Our Lady's Message. As Our Lady of Fatima said so eloquently, “Only Our Lady of the Rosary can help you.”
