US, Russia on brink of military showdown in Syria

There is a sense in Washington and Moscow alike that a military showdown between the US and Russia is inevitable – direct this time, not through proxies, like the downing of a Russian warplane by Turkish jets last year. When the big powers are in direct confrontation, minor players step aside and run for cover.
When President Barack Obama Friday, Sept. 30 attended the funeral in Jerusalem of the Israeli leader Shimon Peres, he must have realized he was only 514km as the crow flies from Aleppo, the raging crux of the escalating big-power conflict.
The moment after the ceremonies ended the president and his party, including Secretary of State John Kerry and his security adviser Susan Rice, made haste to head back to Washington to navigate the crisis.
The first step toward a direct showdown was taken by the United States.
By now, it is no secret in Moscow, or indeed in any Middle East capital, that the American A-10 air strike of Sept. 17 against a Syrian military position at Jebel Tudar in the Deir ez-Zour region of eastern Syria was intentional, not accidental, as originally claimed. Scores of Syrian soldiers died in the attack.
The fact that President Obama instituted a secret inquiry to discover which link in the American chain of command ordered the attack pointed to his suspicion that a high-up in the Pentagon or possibly the CIA, had ordered the air strike, in order to sabotage the US-Russian military cooperation deal in Syria, which Secretary Kerry obtained after long and arduous toil.
The concessions he made to Russian Foreign Minister Lavrov in those negotiations, especially his consent for extensive sharing of intelligence, were found totally unacceptable in the US Defense Department, its military and intelligence community.
The Russian-Syrian reprisal came two days after the A-10 strike. On Sept. 19, an emergency aid convoy was obliterated on its way to the desperate population of Aleppo. Moscow and Damascus denied responsibility for the deadly bombardment, but no other air force was present in the sky over the embattled city.
On the ground, meanwhile, an unbridled onslaught on rebel-held eastern Aleppo was launched Wednesday by the Russians, Syria, Hizballah and pro-Iranian Shiite militias under the command of Iranian Revolutionary Guards officers.
The fall of Aleppo, Syria’s second city after Damascus, would give Bashar Assad his most resounding victory in the nearly six-year civil war against his regime.
On Sept. 29, Kerry threatened Moscow that “the United States would suspend plans to coordinate anti-Islamic State counter-terrorism efforts if Moscow does not stop attacking Aleppo.”
Russia’s Deputy Foreign Minister Sergey Ryabkov answered with a sneering: “Once again there was a certain emotional breakdown yesterday against the backdrop of the Obama administration’s unwillingness to fulfill its part of the agreements.”
This was a strong hint of the knowledge in the Kremlin that someone in the US administration was holding out against the implementation in full of the cooperation deal agreed upon and was therefore responsible for its breakdown.
The United States is left with two options:
Either stand idly by in the face of the Russian-Syrian-Iranian onslaught on Aleppo, or shelve the coordination arrangements for US and Russian air operations in Syria, with the inevitable risk of a clash in the air space of Syria or over the eastern Mediterranean.

200,000 evacuated as India-Pakistan conflict looms over Kashmir
Tensions in the border regions between India and Pakistan are escalating quickly as more than 1,000 villages are being evacuated over the security situation. Over 200,000 people residing in villages within 10km from the border in the Indian state of Punjab are thought to have been moved to secure locations.

Villagers were seen fleeing their areas as schools and other public places have also been shut to accommodate the evacuees. The security situation in bordering states on the Indian side such as Punjab, Rajasthan and Kashmir has been revised and kept at a heightened level. Air force units positioned in bases near the western border are also on alert. Army satellites and radar systems are thought to be constantly monitoring the region.
A day after India claimed it was conducting major "surgical strikes" in the Pakistan-administered Kashmir, taking down several "terror launch-pads", conflicting reports emerged from the two nuclear-armed neighbours.
Pakistan has flatly denied any such surgical strikes took place and labeled the incident as cross-border firing. With little substantiation, multiple news outlets in India cited military sources to report that anywhere between 35 and 40 Islamists were killed in the anti-terror strikes.
Indian security has been beefed up amid the possibility of retaliation from the Pakistani army for the latest incident. Local media reports from India suggest Pakistan-operated drones have been spotted near the border along with the movement of troops. However, there has been no official word on this matter.
Indian Home Minister, Rajnath Singh, has held a top-level security meeting on Friday (30 September) with chiefs of all the security establishments and intelligence agencies taking part. Prime Minister Modi is also expected to chair a cabinet meeting, the second such meeting in 24 hours.
On the Pakistani side, Prime Minister Nawaz Sharif is to hold high-level discussions with senior ministers and officials. The incident, which India described as surgical strikes and Islamabad labeled as cross-border firing on the de facto border known as Line of Control (LoC), is to dominate the agenda.
Local reports in Pakistan have also reported on casualties on the Indian army side during the episode. India will deploy the new French-made fighters+ in the disputed areas bordering Pakistan and China, state-run Global Times reported quoting Shenzhen Television.
A recent report by Stockholm International Peace Research Institute (SIPRI) said India is the largest arms importer in the world, the newspaper said.
Increased arms imports into the Asian region are primarily due to the unstable security environment in the Middle East and concerns from China's neighbors over its rise.
The Rafale fighters in flyaway condition carry tactical nuclear warheads, and this means India's nuclear deterrence capability will be greatly improved, Shenzhen Television reported.
"India also wants to purchase the Rafale technology from Dassault but France refused, meaning France has no intention to help India promote its military industrial system," Zhao Gancheng, director of South Asia Studies at the Shanghai Institutes for International Studies said.
While India is rapidly expanding its military capabilities spending an estimated $100 billion on new defense systems, many other countries with an advanced military industry are also competing for India's market, such as Russia, the US and Israel, the daily quoted SIPRI report as saying.
Zhao said before this deal with France, India was also considering the US-made F-16s.
"India picked French-made jet fighters because they are cheaper and have a nuclear deterrence capability," he said.
According to the 2007 study by researchers from Rutgers University, University of Colorado-Boulder and University of California, Los Angeles, all in the USA, the real costs would be higher and not just in India and Pakistan, where the first 21 million people – half the death toll of World War II – would perish within the first week from blast effects, burns and acute radiation.
Another two billion people worldwide would face risks of severe starvation due to the climatic effects of the nuclear-weapon use in the subcontinent, according to a 2013 assessment by the International Physicians for the Prevention of Nuclear War, a global federation of physicians.
The obvious problem with both Pakistan and India being in possession of nukes is that neither country can actually fathom what these devices do in real life. Each country uses the capability as a boasting tool, and both countries routinely make references to nukes when conflict arises. Put simply, as CULTURES, neither India nor Pakistan are mature enough or stable enough to possess these weapons, yet they do.
Having said that, if one side actually uses a nuke - which is far more likely given the machismo culture in that part of the third world - then the other side won't simply go tit-for-tat, the other side will unleash hell. Which will prompt the first side to do the same. So the likelihood of a "limited exchange" is pretty much out the window because culturally, these third-worlders are "yahoos." Thus, the nuclear analysis above is quite possible.

Islamabad has NOW begun mobilizing its reserves and mechanised infantry along the Indian borders. According to highly placed official sources, the intelligence agencies have confirmed mobilization of Pakistani reserves. (Editor's Note: A country does not call-up its reserves to bluff. It's too big an endeavor and too costly. A country call-up its reserves when they intend to fight.)
India is also fully prepared, with matching-response mechanisms already activated to frustrate any Pakistani actions, top military sources said.
Satellites, radar chains and technical-intelligence facilities are monitoring western borders and airspace 24x7, the sources told India Today.
The officers in the military operations' center are constantly reviewing inputs, most senior security sources said. Vigilance, they added, has been raised to the highest level.
PUNJAB ON ALERT
Punjab remained on high alert even as evacuation from villages along the international border with Pakistan continued on Friday. While social media was abuzz with unconfirmed reports of Pakistan army's heavy build up along the border, the authorities urged people not to panic.
The Indian Army, the Indian Air Force and the Border Security Force were put on high alert in Punjab and neighboring states. Army convoys, carrying artillery guns, could be seen moving towards the border belt in preparation to thwart any retaliatory move from Pakistan for the LoC strike.
The IAF has also been put on high alert with forward air bases on the western front in full preparedness. IAF fighter jets carried out sorties over some parts of Punjab as a preventive measure.

200,000 evacuated as India-Pakistan conflict looms over Kashmir
Tensions in the border regions between India and Pakistan are escalating quickly as more than 1,000 villages are being evacuated over the security situation. Over 200,000 people residing in villages within 10km from the border in the Indian state of Punjab are thought to have been moved to secure locations.

Villagers were seen fleeing their areas as schools and other public places have also been shut to accommodate the evacuees. The security situation in bordering states on the Indian side such as Punjab, Rajasthan and Kashmir has been revised and kept at a heightened level. Air force units positioned in bases near the western border are also on alert. Army satellites and radar systems are thought to be constantly monitoring the region.
A day after India claimed it was conducting major "surgical strikes" in the Pakistan-administered Kashmir, taking down several "terror launch-pads", conflicting reports emerged from the two nuclear-armed neighbours.
Pakistan has flatly denied any such surgical strikes took place and labeled the incident as cross-border firing. With little substantiation, multiple news outlets in India cited military sources to report that anywhere between 35 and 40 Islamists were killed in the anti-terror strikes.
Indian security has been beefed up amid the possibility of retaliation from the Pakistani army for the latest incident. Local media reports from India suggest Pakistan-operated drones have been spotted near the border along with the movement of troops. However, there has been no official word on this matter.
Indian Home Minister, Rajnath Singh, has held a top-level security meeting on Friday (30 September) with chiefs of all the security establishments and intelligence agencies taking part. Prime Minister Modi is also expected to chair a cabinet meeting, the second such meeting in 24 hours.
On the Pakistani side, Prime Minister Nawaz Sharif is to hold high-level discussions with senior ministers and officials. The incident, which India described as surgical strikes and Islamabad labeled as cross-border firing on the de facto border known as Line of Control (LoC), is to dominate the agenda.
Local reports in Pakistan have also reported on casualties on the Indian army side during the episode. An Indian soldier has been captured by the Pakistani army, but the Indian authorities said the trooper had inadvertently crossed the border and was not apprehended during the counter-terror operations.

NEW DELHI: Anticipating a strike by Pakistan-based terror outfits in the country, particularly the metros, in the aftermath of Army's surgical strikes in PoK, the home ministry on Friday issued an alert seeking stepped up vigil at strategic installations, industrial complexes, crowded places, airports, historical monuments and government buildings across the country.
The alert identified Delhi, along with Rajasthan, Punjab, Jammu & Kashmir, Maharashtra and Gujarat as possible targets.
Intelligence sources, citing credible inputs, said there was a strong possibility of Pakistan's ISI directing a highly motivated and heavily armed terror cell to carry out a strike in the capital. A hunt has been launched for suspected terrorists, pushed into J&K some time ago, who have now been asked to carry out a swift retaliatory strike against the Indian raid on terror launch pads in PoK.
Sources said the prospect of Pakistan's military-intelligence combine seeking to avenge the surgical strikes by India was reviewed at an hour-long meeting home minister Rajnath Singh held with the intelligence and security brass on Friday.
Home minister Rajnath Singh held a security review on Friday where intelligence inputs on the "serious" threat of a spectacular strike by fidayeen hiding in the country or likely to enter through the land borders or the sea route, was discussed. The home ministry advisory said Pakistan-backed terror outfits may try to execute a major "revenge" strike in the coming days.
Sources said participants in the review meeting — national security advisor A K Doval, home secretary Rajiv Mehrishi and chiefs of Intelligence Bureau and RAW — also examined the possibility of terrorists targeting private enterprises to avenge the Indian raids.
Besides fidayeen strikes involving Pakistani terrorists who have infiltrated, the meeting also took into account the possibility of attacks by jihadi cells comprising radicalised locals promoted by ISI as part of Pakistan's "proxy war" against India. The threat posed by these groups has decreased since some of their cells were neutralized while others switched their allegiance to Islamic State. But local sleeper cells which take their cue from ISI have not been totally eliminated and could be activated, the agencies fear.
The fact that October is packed with festivals was highlighted in the advisory which sought tighter police bandobast at crowded places and puja pandals. Apart from this, CISF has been tasked with tightening security at airports and monuments such as Taj Mahal and Red Fort. Tighter access control has been sought at all buildings housing key government offices, particularly in the national capital.
An intelligence officer said the state of high alert across the country may continue through October. "A retaliation by Pakistan to the surgical strikes is foreseen over the next 10-15 days. However, given that Diwali falls on October 30, the alert will last till then," he said.
