A group of news station representatives plan to cause mass panic to increase ratings by fabricating a faux disease caused by household cats and state, among other things, that there is a vaccine available in limited supply. At the Springfield hospital, Mr. Burns steals a significant portion of the vaccine for himself, claiming that he needs to give a good example to his hounds (even though dogs are immune to the disease) and running over the rest of the vaccine with his car in the process, causing immense anger to Springfield.

The big TV companies make a plan to make a new disease, called House Cat Flu, that will force people to be scared and watch TV for updates on the crisis. [KEEP IN MIND THAT CNN, MSNBC, AND OTHER NETWORK AND CABLE NEWS RATINGS HAVE BEEN VERY LOW FOR MONTHS NOW. AND ALONG COMES THIS EBOLA SCARE.]  After Homer threatens to burn everything the cat has touched, Marge tells him that there is vaccine to the flu and they travel to the hospital.
As the townspeople wait a long line to receive the vaccine, which is rationed to one child per family, Mr. Burns drives directly to the front of the line and demands 37 doses: one for himself, one for Smithers and 35 for his dogs, even though they are immune to the disease, as they would see him take it and also want some. Mayor Quimby gives him what he wants, as he is the only person in town who actually pays his taxes. This draws glares for the townspeople, followed by open hatred when Burns drives over some boxes containing the town's entire vaccine supply, wasting the vaccine by spilling it onto the street.
After Mr. Burns' Doctor gives him the vaccine, he tells him that Mr. Burns is dying and that he only has 5 to 6 weeks to live.
